Weinkragen literally means "wine collar/neck," but in the context of barrels, it refers to the sealing or topping rim to prevent wine from spilling or evaporating during fermentation/maturation. Wine barrels have to be topped up ("nachgefüllt") regularly to compensate for evaporation ("Angel's share").
Note: das Topping also exists in German as a loanword, but for barrels, traditional terms like Weinkragen or Fassdeckel (barrel lid) are common.
